You may want to note that Brouwer, who was an intuitionistic logician at the University of Amsterdam at the time of the foundational discussions of logic and mathematics and their relation, is described as follows “ A large part of his career was devoted to furthering the development of significs, an analysis of communicative acts starting from the ideas laid down by Victoria, Lady Welby in her paper “Sense, Meaning and Interpretation” (Welby, 1896). Brouwer was also involved in that project.”  - cited from the website

which is the Stanford Encyclopedia of Philosophy, a useful source.
Welby’s paper is referenced as
